
The ASC program has had no shortage of controversy and debate for the past 4 years, with numerous politicians, commentators and current Starfleet officers voicing their opinions on the program. As such, it may be necessary to provide a refresher on the stated goals of the program and a breakdown of the test classes. To this end, a briefing on the ASC program has also been appended to this report.
Finally, it should not need to be stated again how our current super-capital counters have proven themselves inadequate against these foes. Any victories that Federation ships have had against such vessels have occurred due to circumstances unique to those engagements, and as such cannot be used in defence of the status quo. For this reason, an intelligence briefing on three of Starfleet’s most recent opponent super-capitals has been included in this report.
The Advanced Super-Capital (ASC) program was a design program undertaken by the ASDB to determine the design of Starfleet’s first Super-Capital starship in 50 years. Starfleet’s preliminary experiences with the Jem’Hadar Battleship in the Dominion War had convinced the organisation that the time was now to adopt Super-Capital designs into fleet service, lest the Federation be outclassed in any future engagements. This policy paper, prepared at the behest of the ASC programme and supported by senior admiralty figures including Fleet Admiral Owen Paris, represents an overview of the project that would spawn the “super capitals” of the late 24th and 25th century.
